US PHMSA will tomorrow publish its final rule on reverse logistics under docket HM-253. Specifically, the rule creates a new section §173.157 in the Hazardous Materials Regulations, containing provisions for return shipments from a retailer to a manufacturer, supplier or wholesaler by highway transportation. The final rule responds to some comments and petitions subsequent to the NPRM, issued in August 2014.
